Budget 2020-2021

The period for public comment on the draft budget is now over. Thank you to everybody who made a submission, completed a survey or dropped into our budget pop-up shop. All submissions will be presented to Council prior to the budget being considered by Council.

Budget Summary

  • The budget has been prepared through a process of consultation and discussion with Council officers, Councillors and aligns with objectives as set out in the Council Plan.
  • The budget is balanced on a cash basis.
  • The budget has been greatly impacted by the COVID-19 Emergency and Council has responded by putting in place budget cuts of $2.3 million and support/assistance to businesses and the community of $1.147 million.
  • The Budget proposes a two per cent rate rise and all of the $484,000 raised will go towards helping people recover from the COVID-19 pandemic.

This year’s budget has been much more challenging than prior years as Council navigates through the impacts of the Coronavirus (COVID-19) Pandemic, together with a fifth year of rate capping.

The COVID-19 Pandemic has challenged our organisation, just as it has challenged all organisations within our community and the world at large. In a very short period, Council has dealt with closing some community services and moving our operations to be home based wherever possible, and helped to keep the community and staff safe.

Council has a range of both internal and external cost pressures to contend with and still recognises the need to play an important role as the regional city for the western area of the state, with the provision of quality services to more than just our own residents. Council also needs to be mindful of the role that it plays in keeping economic activity happening and the importance of that within our community at these challenging times. Maintaining “business as usual” as much as is physically possible is also critical during these difficult times.

2020-2021 Draft Budget

Submission should be made in writing to the Chief Executive Officer, Mr Sunil Bhalla, PO Box 511 Horsham Vic 3402, or via email to or make your submission via our online form. Community should indicate in their submissions if they or a representative of theirs, wish to be heard in person by Council on Thursday 9 July 2020 at 5.00pm. Submissions will form a part of a report to Council and will become public.
