Rates capping is needed, because of poor budgeting processes and community engagement practices among councils. If these issues are resolved, there is no need for rates capping. Yet we have councils and others complaining and resisting support for the rates capping policy, which is merely trying to resolve some of these 2 practice quality shortfalls in councils.
