To help ensure startups access good broadband speeds: Consider collaborating with industry to create a Code of Conduct for consumer and business broadband services (based on the voluntary UK Code of Practice on Broadband Speeds). The Code would:
• Require providers to give an accurate estimate of broadband speeds to a customer prior to installation;
• Require providers fix technical problems that might reduce speed; and
• Enable customers to exit a contract without penalty if speeds remain below a minimum level (say 10 Mbps).
Where self-regulation is ineffective, consider formal regulation.
