Create a platform similar to Challenge.gov in the US - where government agencies crowdsource creative and innovative solutions from the public to solve “mission-centric” problems. Technical, scientific or creative challenges are put out to tender, and innovators are rewarded through an incentive-based scheme.

This serves the dual function of approaching seemingly intractable community challenges through a new lens, while also facilitating the development of an entrepreneurial ecosystem in Australia. The incentive-based scheme will be particularly appealing to young people looking for opportunities to test, expand and develop their skill sets. This also provides an attractive alternative to unpaid internship programs and better prepares them for an increasingly dynamic and competitive labour market.

I have been suggesting this idea for years now. In fact it is being worked on within Industry after a proper fleshing out by DesignGov.

Great idea, maybe a slight enhancement if I may, in order to make the innovators sustainable, a link to the industry would be of benefit.
