The proposed Stronger Futures legislation has not been consented to by communities in the Northern Territory. The legislation is also a continuation of the Northern Territory Intervention, which has been criticised by representatives of the United Nations as being in breach of international law. Will the government please recommend the passing of a motion that the legislation be assessed by the Joint Parliamentary Committee on Human Rights?

There is no evidence of Income Management leading to the achievement of the outcomes being sought by government. I have a background in Community Development and there is no logical pathway that sets out how Income management and the proposed punitive SEAM approach will contribute to supporting Aboriginal people, to live strong, independent lives, where communities, families and children are safe and healthy which is what the government say they want for Aboriginal Peoples and communities. Compulsory income management inflicts harm on the health and wellbeing of communities and Individuals by creating greater dependence on government, reducing the control people and families have over their own decisions and lives; it excacerbates distrust of government. I n addition it is expensive to establish and administer and there is no defined end point; how long the government intends to commit to this intervention has not been specified.
