The Compliance and Enforcement Review was critical of the EPA's "fractured, reactive and inconsistent" approach to enforcing the law, and found there is little public or industry confidence in its capacity to protect the environment. How does EPA anticipate meeting the list of 119 recommendations identified in Review given reduced funding of several units, current lack of internal technical resources and inadequate staffing? Commercial organisations have the ability to offer higher wages and better working conditions; therefore maintaining the services of the best and brightest. EPA does their best to maintain and train the incumbents; however one wonders how the current deficiencies will be addressed?
