How do we ensure policies and decision making does not disadvantage rural communities (Rural Proofing)?

If great oratory skills are the key to success like Obama becoming president, how do you explain George W? Surely this is a clear demonstration that is vested interests that manipulate the political system for their own benefit and that we need more radical reform than a grassroots mobilisation of our preferred political party representative that will only be overwhelmed by the party machine but rather a system that does not require political party allegiance that debates issues on their merit rather than the party line?
